Seattle Candidate for Mayor Proposes Eliminating Closing Time for Bars

What if there was no bar time? Would life go on as usual, or would every weekend play out like a drunken weekend in Vegas or New Orleans? Seattle could be the guinea pig in this little experiment if Mayoral candidate Mike McGinn gets elected.
His argument is that the sea of drunkards exiting bars at precisely 2:00 AM causes an undue strain on law enforcement and other municipal resources, as well as lending itself to drunken fights and undue noise. If there was no bar time, people would trickle out of bars in a steady stream over the course of the night, creating a flow that is manageable for law enforcement.
Our friends at flisted.com have a rundown of the proposal here. While I don't necessarily agree with the logic, I am interested to see how this no bar time proposal would play out in a "regular" American city. Here's to hing it works so well that it comes to our cities next...
